What Is Included in Assisted Living? (Complete Checklist)

Quick Answer

A typical assisted living monthly rate includes private housing with utilities, three daily meals, help with personal care (bathing, dressing, grooming, mobility), medication management, weekly housekeeping and laundry, an activities calendar, scheduled transportation, and 24-hour staffing with emergency response. What it usually does not include: medical care itself, medications, salon services, and at many communities the hands-on care your parent actually needs — which gets billed as add-on "care levels." That last point is why two communities with identical brochures can differ by thousands of dollars a month in practice.

Below is the complete checklist, category by category, plus the exclusions to watch for and the one question that makes every community's real answer visible.

The complete inclusion checklist

Use this as your comparison sheet. Take it on every tour and mark what each community includes in its base rate versus bills separately.

Housing and utilities

ItemTypically included?
Private apartment or suite✓ Yes — size varies by rate
All utilities (electric, heat, A/C, water)✓ Yes
Cable TV and Wi-Fi~ Usually — confirm
Building and grounds maintenance✓ Yes
Furnishings✕ No — residents bring their own (a feature, not a gap)

Personal care — where communities differ most

ItemTypically included?
Help with bathing, dressing, grooming~ Varies — often billed as care levels
Mobility and transfer assistance~ Varies — often a care-level trigger
Continence care~ Varies — often the highest care tier
Escorts to meals and activities~ Varies
24-hour staff availability✓ Yes
This category is the entire ballgame. Help with activities of daily living is the reason families choose assisted living. Yet at many communities it's exactly what the advertised rate excludes, priced instead in tiers that rise with need. At Victoria Commons, every item in this table is included in one all-inclusive rate that doesn't increase as care needs change.

Health and medication support

ItemTypically included?
Medication management and administration~ Varies — frequently an add-on fee
Nursing oversight, assessments & care planning✓ Yes — at licensed communities
Emergency call system in each suite✓ Yes
Coordination with physicians and pharmacies✓ Yes
Daily skilled nursing treatment (wound care, IV)✕ No — that's nursing home care

Dining, housekeeping, and daily life

ItemTypically included?
Three meals daily plus snacks✓ Yes
Dietary accommodations (diabetic, low-sodium, texture)✓ Yes — confirm specifics
Weekly housekeeping and linen service✓ Yes
Personal laundry~ Usually — sometimes an add-on
Activities and events calendar✓ Yes
Scheduled local transportation~ Usually — confirm destinations
Religious services access~ Usually

What's usually NOT included

  • Medical care itself — doctor visits, hospital care, therapy are billed to Medicare or health insurance, exactly as at home (Medicare doesn't pay for the residence, but keeps covering the medicine)
  • Prescription medications — managed by the community, paid through the resident's drug coverage
  • Salon and barber services — on-site at many communities, billed per visit
  • Phone service and premium cable packages
  • Incontinence supplies at most communities — ask
  • Guest meals — usually a small per-meal charge
  • One-time community or move-in fees — common, sometimes substantial; ask early and get it in writing

Why "what's included" depends on the pricing model

Three pricing models dominate assisted living, and the same checklist reads differently under each:

All-Inclusive

One flat rate covers everything — personal care and medication management included — regardless of how much help a resident needs. Predictable by design. This is the model Victoria Commons uses.

Base Rate + Care Levels

Rent and meals in the base; personal care assessed into tiers that add cost and rise on reassessment. The advertised rate is the floor, not the price.

À La Carte

A lower base with per-service charges. Flexible for very light needs; unpredictable for anything more.

The National Institute on Aging advises families to get every community's services and fee schedule in writing. The single most revealing question: "What will this cost in a year if my parent's needs increase?"

What about memory care and respite stays?

Memory care, a secured environment with dementia-trained staff, is a distinct level — usually a dedicated wing with its own rate (our memory care wing in North Cape May opens soon; the waitlist is free). Respite care is assisted living by the day or week: a furnished suite with the full inclusion checklist above, no long-term commitment, and the most reliable way to experience what "included" feels like before deciding anything.

How to verify what a community really includes

  • Ask for the inclusion/exclusion list in writing. Reputable communities have one ready.
  • Check the license. NJ assisted living residences are licensed by the NJ Department of Health (Victoria Commons is License #206100).
  • Read the contract's fee-increase clauses before signing. What triggers increases, and with how much notice?
  • Compare communities on the same checklist, not on their own brochures' categories.

Frequently asked questions

What is included in assisted living?

Typically: private housing with utilities, three daily meals, personal care assistance, medication management, weekly housekeeping and laundry, activities, scheduled transportation, and 24-hour staffing. The biggest variable is whether personal care and medication management are genuinely included or billed as add-on care levels.

Does assisted living include nursing care?

It includes nursing oversight — assessments, care planning, medication supervision — but not daily skilled nursing treatment, which is nursing home territory. Residents keep their own doctors, with medical care billed to Medicare or insurance as usual.

Does assisted living include memory care?

Not automatically. Standard assisted living supports mild memory changes; secured memory care with specialized staffing is a separate service level and rate. If dementia is progressing, ask every community how (and whether) they handle the transition.

Do residents bring their own furniture?

Yes, at nearly every community — and it matters. Familiar furniture, photos, and keepsakes turn a suite into home, which is especially important for residents with any memory loss.
